As of June 2026, an important practical change has emerged in Turkey’s residence permit and address registration procedures for foreigners. Previously, foreigners who were already registered in a closed neighborhood could generally renew their residence permit if they continued living at the same registered address. However, moving to another closed neighborhood could create problems during address registration and residence permit renewal.
Under the new practice, foreigners who already hold a valid residence permit may continue their renewal process even if they move from one closed neighborhood to another. In other words, the closed neighborhood restriction is no longer applied only on the basis of remaining at the same address. A foreigner with a valid residence permit may change address to another closed neighborhood and still apply for renewal, provided that the legal requirements are met.
This is especially important for foreigners living in cities with a high foreign population, such as Istanbul, Antalya, Bursa, Yalova and Mersin. Many foreigners may need to move due to lease changes, family reasons, employment, financial conditions or personal circumstances.
However, this does not mean that every residence permit application will be automatically approved at every address. The applicant must still have a valid residence permit, complete the address change procedure within the legal period, submit a proper lease agreement and address documents, maintain valid health insurance and prepare all required residence permit documents correctly.
In conclusion, as of June 2026, the closed neighborhood restriction has been significantly eased for existing residence permit holders. Foreigners are no longer limited only to renewing at their existing closed-neighborhood address. If they meet the required conditions, they may also move to another closed neighborhood and continue their residence permit renewal process there.
